This report from Oregon's Chief Education Office combines analyses of chronic absence data with data drawn from 44 focus group interviews with parents and students. In 2013-14 20 percent of all students were found to be chronically absent. To reduce its chronic absence crisis, the report recommends that Oregon use culturally responsive practices, and address systemic barriers.
